Hare shrinivasa,
A little input(adhyatmika view) on the issue of Bhrugu events while establishing Hari sarvottamatwa.
1) It is not "the only" event which proves hari sarvottama, it is one of the many, hence it needs different angle of view to understand completely. There are many instances available in purana prapacha which looks strange if we take superficial meanings or word to word meanings. So it needs to be judged based on Bhasha-jnaana as explained in MBTN
2) It is well known that " maharSheenaam bhrugurahaM". Among maharshis, bhrugu is blessed with vibhooti roopa of paramatma. This also get confirmed when "bhrugu" was selected for establishing sarvottama devate
3) Bhrugu is "mantra drishtaara" and he enjoys 15th level in Taratamya kakshe. Taittareeya upanishat has a "bhruguvalli" chapter and he was enlightened by his father Varuna about paramatma tatwa etc. So he was aware of Hari sarvottama tatwa prior to this. However, it needs to be explained to universe through this event was the reason behind the drama(hari sankalpa).
4) And the act was completely supported by Brahma and Shiva. They never objected about the question, infact they helped in establishing the Hari sarvottama by guiding Bhrugu.
5) When Bhrugu visited first Satyaloka , brahma was doing dhyana and Veda paraayana (stuvantaM jagadeeshaanaaM naaraayaNa manaayamayam...")
It implies that he wanted to show that "He is not sarvottama" as he is praising Vedagamya Shri Hari and hence bhrugu was indirectly instructed to decide as hari sarvottam only. Similarly, bhrugu says " when yourself stating as I am not a sarvottama, let your worship also be not done as sarvottama devate anusandhaana"..
6) Next visit was at the place of Rudradeva. Rudradeva was in privacy with Parvati. During this period bhrugu arrives to test. Shiva ignores since shiva does not wanted to make Bhrugu to feel that Shiva-sarvottama which is against the vaidika sidhanta. And also he makes an act of attacking Bhrugu with his trishoola to show that one should not test "hari-hara-brahmaadigala" instead arrive through tatwajnaana jijnaase.
7) Later Bhrugu visits vaikuntha. Sarvajna hari ignores him which makes bhrugu to reach angry state. He stamps his feet on Hari's chest.
If the person(bhrugu) who wanted to test sarvottamatwa and looses his temper means he is bound by prakrati. However, Naraayana is above this all, because he is "purushOttama".
He cares bhrugu " kimartham taaDitaM vipra kOmalaanghritalEn tat ".... and makes him feel good with warm-water.
"this body is representing Vaikuntha; Heart is private place; asthadala kamala is sacred spot; here hari dwells and rests on shesha(pancharaatra abhimaani) i.e., Vedas are seat for Hari. He is present along with shruti-tati abhimani lakshmi. Bhrugu with his swaroopa jnaana(paada talEna = with stamping foot) understands that the hari who is outside is the same who dwells in my heart(bimba darshana)"
Bhrugu decides, when Hari cared with peaceful mind without any anger which shows he is devoid of kaama-krOdha etc praakrata guna.
Bhrugu announces that AhaMkaara tatwa(shiva) is not supreme, vijnana tatwa also not complete supreme as it requires Hari help and Avyakta(mahalaksmi) is dependent on Naryana, and hence Narayana is sarvottama.
"hari sarvOttamaH saakShaat ramaadevi tadaMtaram|
Vidhi-vaayustadaMtEcha tadaMtE sharvapoorvakaaH.......
This drama was prelude for shrinivasa kalyana which was a hari sankalpa.
Finally: " sarvam karmaakhilam paartha jnaanEna parisamaapyate"
